The Standing Senate Committee on Aboriginal Peoples met in camera, at 9:15 a.m. this day, in Room 160-S, Centre Block, the Deputy Chair, the Honourable Senator Johnson, presiding.
Members of the committee present: The Honourable Senators Austin, P.C., Chalifoux, Gill, Johnson and Pearson (5).
In attendance: From the Library of Parliament: Jill Wherrett; Research Staff of the Committee: Konrad Sioui, First Nations Specialist and Larry Chartrand, Métis Specialist.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 9, 1997, the committee continued its examination of aboriginal self-government. ( See Issue No. 11, Tuesday, November 3, 1998 for full text of the Order of Reference.)
The draft interim report was discussed.
After debate, the Honourable Senator Austin moved -- That the committee dispense with the interim report and only issue a report in June.
The question being put on the motion, it was agreed.
The committee then discussed future witnesses on the aboriginal self-government study. It was determined that the committee will have approximately five weeks to hear witnesses in April and May.
The committee then considered the Order of Reference on aboriginal housing. It was noted that the reporting date for the study is April 28, 1999, and that the committee should request an extension.
The Honourable Senator Chalifoux distributed a draft budget for the study as follows:

After debate, the Honourable Senator Austin moved -- That the budget be adopted.
The question being put on the motion, it was agreed.

Mr. Mitchell made an opening statement and, together with Mr. Peter Garrow, Director of Education; Mr. Micha Menczer, Legal Counsel, Mohawk Council; Mr. Russell Roundpoint, Intergovernmental Liaison Officer; Mr. Vaughn Phillips, Chief; Mr. Raymond Mitchell, Police Portfolio; and Ms Lucy Papineau, Director of Health, answered questions.
At 7:40 p.m., the committee adjourned to the call of the Chair.
