The Standing Senate Committee on Aboriginal Peoples met in camera at 9:00 a.m. this day, in the ante-room of Room 160-S, the Chair, the Honourable Senator Watt, presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Chalifoux, Johnson, Pearson, St. Germain, P.C. and Watt (7).

Other senators present: The Honourable Senators Ghitter, Lawson and Wilson (3).

In attendance: From the Library of Parliament: Mary Hurley and Jill Wherrett.

Also in attendance: The official reporters of the Senate.

Amended copies of the committee's budget for the special study on aboriginal self-government for the present fiscal year were distributed as follows:

After debate, the Honourable Senator Johnson moved adoption of the budget.

The question being put on the motion, it was adopted.

At 9:10 a.m., the committee continued its meeting in public in Room 160-S, Centre Block.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 13, 1999, the committee continued its examination of Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management. (See Issue No. 25, Tuesday, April 13, 1999 for full text of the Order of Reference.)

Dr. Jonathan Kesselman made an opening statement and answered questions.

At 10:15 a.m., Mr. Brian J. Wallce, Q.C., made an opening statement and answered questions.

At 11:00 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 13, 1999, the committee continued its examination of Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management. (See Issue No. 25, Tuesday, April 13, 1999 for full text of the Order of Reference.)

Mr. Hubert E. Mantha and Ms Suzanne Leclair made an opening statement and answered questions.

Mr. Mantha tabled a document with the Clerk entitled, "Court Challenge Strategy Paper: A Position Memorandum for the Assistance of Counsel," which was retained by the Clerk as exhibit 5900-1.36/A-1-C-49, 27 "1".

At 7:00 p.m., Ms Marilyn Buffalo made an opening statement and, together with Ms Marlene Lapierre, answered questions.

At 7:30 p.m., the Honourable Senator Johnson, Deputy Chair, took the Chair.

Ms Buffalo, together with Ms Barbara Clifton and Ms Lila Duffy, continued to answer questions.

At 7:55 p.m., the Honourable Senator Watt, Chairman, returned to the Chair.

Mr. Phil Fontaine, National Chief, together with Chief Bill Williams, made an opening statement and answered questions.

At 8:35 p.m., Mr. Fontaine excused himself from the meeting.

Chief Bill Williams continued to answer questions.

At 8:45 p.m., the committee adjourned to the call of the Chair.
