The Standing Senate Committee on Aboriginal Peoples met at 9:15 a.m. this day, in Room 160-S, Centre Block, the Chair, the Honourable Senator Watt, presiding.

Members of the committee present: The Honourable Senators Adams, Andreychuk, Austin, P.C., Gill, Pearson and Watt (6).

Other senator present: The Honourable Senator Perrault, P.C. (1).

In attendance: From the Library of Parliament: Jill Wherrett; Researchers: Larry Chartrand; Jennifer Dickson and Rosemarie Kuptana.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 9, 1997, the committee continued its examination of aboriginal self-government. ( See Issue No. 11, Tuesday, November 3, 1998 for full text of the Order of Reference.)

Ms Nellie Cournoyea and Mr. Richard Nerysoo made an opening statement and answered questions.

At 10:25 a.m., Grand Chief Perry Bellegarde made an opening statement and together with Chief Delbert Wapass, answered questions.

At 11:35 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 13, 1999, the committee continued its examination of Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management. (See Issue No. 25, Tuesday, April 13, 1999 for full text of the Order of Reference.)

Ms Wendy Lockhart-Lundberg and Ms Velma Baker made an opening statement. Ms Baker tabled a petition of 224 Squamish Nation members against Bill C-49, which was retained by the Clerk as Exhibit 5900-1.36/A-1-SS1, 28 "1".

Ms Lockhart-Lundberg and Ms Baker answered questions.

At 6:15 p.m., Ms Nancy Chiavario and Mayor Don Bell made an opening statement on behalf of the Lower Mainland Treaty Advisory Committee.

At 6:30 p.m., Mayor John Les made an opening statement on behalf of the Union of British Columbia Municipalities.

At 6:40 p.m., Mayor Don Bell, Mayor John Les and Nancy Chiavario answered questions.

At 7:15 p.m., Mr. Lou Blair and Mr. Murray Clemens made an opening statement and answered questions.

At 7:55 p.m., the committee adjourned to the call of the Chair.

At 7:20 p.m., Mr. Robert Louie and Chief William McCue made an opening statement and, together with Mr. Bill Henderson, answered questions.

Chief Austin Bear, Chief Joe Mathias and Mr. Louie, continued the opening statement.

Chief Mathias Mr. Henderson, Chief Williams and Mr. Calla answered questions.

At 9:10 p.m., the committee adjourned to the call of the Chair.
