The Standing Senate Committee on Banking, Trade and Commerce met this day, at 11:00 a.m. in room 505, Victoria Building, the Deputy Chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Angus, Callbeck, Kelleher, P.C., Kenny, Kolber, Kroft, Oliver and Tkachuk (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Ms Margaret Smith, Research Officer, Law and Government Division.

Also present: The official reporters of the Senate.

WITNESSES:

Mr. Mark Audcent, Law Clerk and Parliamentary Counsel.

From the Certified General Accountants' Association of Canada:

Mr. Guy Legault, President;

Ms Shirley Reilly, Chairman;

Mr. Marc Boudreau, Vice-President, Public and Governmental Relations;

Ms Donna Robertson, Robertson & Company.

From the Canadian Institute of Chartered Accountants:

Mr. Peter F. Wilkinson, Director, Government Affairs;

Mr. R. Simon G. Chester, Legal Counsel to the CICA.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 23, 1999, the committee proceeded to study Bill S-25, An Act respecting the Certified General Accountants Association of Canada.

Ms Reilly made an opening statement and then, along with others witnesses, answered questions.

Mr. Wilkinson made an opening statement and then, along with Mr. Chester, answered questions.

Mr. Mark Audcent stated that he would prepare the amendments in proper form in English and French.

It was moved by Senator Angus, -- That Bill S-25 be amended to read as follows:

Pages 2 to 3, clause 4:

(a) on page 2, replace lines 15 and 16 with the following:

"to promote the practice, profession and common"; and

(b) on page 3,

(i) replace lines 10 to 12 with the following:

"(g) to encourage and assist certified general accountants to",

(ii) replace lines 21 to 24 with the following:

"general accountants or society generally and to do all such things as are calculated to give the public a greater and more general appreciation of the profession of accountancy,".

It was agreed, -- That Bill S-25 as amended be adopted and reported to the Senate.

At 11:45 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day at 9:30 a.m. in room 505, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Angus, Austin, P.C., Callbeck, Hervieux-Payette, P.C., Kelleher, P.C., Kenny, Kirby, Kolber, Meighen, Oliver and Tkachuk (11).

Other senators present: The Honourable Senators Ghitter, Johnstone, Joyal, P.C. and Robertson (4).

In attendance: From the Parliamentary Research Branch of the Library of Parliament, Mr. Gerald Goldstein, Director, Economics Division and Ms Margaret Smith, Research Officer, Law and Government Division.

Also present: The official reporters of the Senate.

Mr. Paul Jenkins, Deputy Governor.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the committee resumed its examination into the state of the financial system in Canada. (See Issue No. 1, October 23, 1997, for the full text of the Order of Reference.)

Mr. Thiessen made an opening statement and then, along with Mr. Jenkins, answered questions.

At 11:30 a.m. the committee adjourned to the call of the Chair.
