The Subcommittee of the Boreal Forest of the Standing Senate Committee on Agriculture and Forestry met in camera at 6:15 p.m. this day, in Room 705, Victoria Building, the Chairman, the Honourable Senator Nicholas W. Taylor, presiding.

Members of the subcommittee present: The Honourable Senators Robichaud, P.C. (Saint-Louis-de-Kent), Spivak, Stratton and Taylor (4).

In attendance: Ms Lynne Myers, Research Officer, Library of Parliament.

Pursuant to its Order of Reference adopted in the Standing Senate Committee on Agriculture and Forestry on February 19, 1998, the subcommittee continued its study to inquire into issues related to the harvest of the Boreal Forest and other matters relating to forestry which may referred to it from time to time by the committee. (See Issue No. 1, February 19, 1998, for the full text of the Order of Reference.)

The subcommittee discussed the themes for the final report.

The subcommittee agreed to hire Louise Horstman as writer/editor for the final report.

At 6:58 p.m., the subcommittee adjourned to the call of the Chairman.

The Subcommittee of the Boreal Forest of the Standing Senate Committee on Agriculture and Forestry met at 8:45 a.m. this day, in Room 705, Victoria Building, the Chairman, the Honourable Senator Nicholas W. Taylor, presiding.

Members of the subcommittee present: The Honourable Senators Chalifoux, Robichaud, P.C., Spivak, Stratton and Taylor (5).

In attendance: Ms Lynne Myers, Research Officer, Library of Parliament; Mr. David Newman, Communications Adviser.

Pursuant to its Order of Reference adopted in the Standing Senate Committee on Agriculture and Forestry on February 19, 1998, the subcommittee continued its study to inquire into issues related to the harvest of the Boreal Forest and other matters relating to forestry which may referred to it from time to time by the committee. (See Issue No. 1, February 19, 1998, for the full text of the Order of Reference.)

A copy of the proposed budget for the fiscal year ending March 31, 2000 was circulated to all those present.

After debate, the Honourable Senator Spivak moved --

That the budget application, as amended, be concurred in, and that the Chairman submit it to the main Committee for approval.

The question being put on the motion, it was adopted.

Members of the subcommittee present: The Honourable Senators Spivak, Stratton and Taylor (3).

In attendance: Ms Lynne Myers Research Officer, Library of Parliament; Mr. David Newman, Communications Adviser, Louise Horstman, Researcher, Marc Cadieux, Office of Senator Robichaud, P.C., and Barbara Robson, Office of Senator Spivak.

Pursuant to its Order of Reference adopted in the Standing Senate Committee on Agriculture and Forestry on February 19, 1998, the subcommittee continued its study to inquire into issues related to the harvest of the Boreal Forest and other matters relating to forestry which may referred to it from time to time by the committee. The subcommittee considered the draft report.

At 6:00 p.m., the subcommittee suspended its meeting.

At 6:45 p.m., the subcommittee resumed its meeting.

At 8:15 p.m., the subcommittee adjourned to the call of the Chairman.

It was agreed -- That a news release and recommendations be sent to national news outlets.

It was agreed -- That the report be printed on recycled paper.

It was agreed -- That the tables and charts prepared on contract for Senator Spivak be available at a later date on subcommittee's website.

It was moved by Senator Spivak -- That the subcommittee adopt the draft report as amended with one observation on the economic chapter by one Committee member being included and subject to minor revisions by the Chairman.

The question being put on the motion, it was agreed.

The subcommittee expressed its thanks and appreciation to the staff, particularly the researchers, for the hard work in preparing the report.

At 9:40 p.m., the subcommittee adjourned to the call of the Chairman.
