The Standing Senate Committee on Energy, the Environment and Natural Resources met at 8:30 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Buchanan, Butts, Cochrane, Ghitter, Hays, Kenny, Spivak and Taylor (9).

Other senator present: The Honourable Senator Andreychuk (1).

In attendance: Lynne Myers from the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From Canadian Heritage:

Tom Lee, Assistant Deputy Minister, Parks Canada;

Laurent Tremblay, Executive Director, Quebec, Parks Canada.

From the Department of Justice:

Jean Rhéaume, Legal Counsel.

The committee, in compliance with its Order of Reference dated Tuesday, December 2, 1997 proceeded to examine Bill C-7, An Act to establish the Saguenay-St. Lawrence Marine Park and to make a consequential amendment to another Act.

Mr. Tremblay made an opening statement and, together with the other witnesses, answered questions.

It was agreed -- That Bill C-7, An Act to establish the Saguenay-St. Lawrence Marine Park and to make a consequential amendment to another Act, be adopted without amendment and report to the Senate as the Second Report of the committee.

From the National Capital Commission:

Marcel Beaudry, Chairman

From the City of Ottawa:

Stéphane Émard-Chabot, Municipal Consellor, Ward Bruyère--Strathcona

The committee, in compliance with its Order of Reference dated Tuesday, November 25, 1997 proceeded to examine Bill S-6, An Act to establish a National Historic Park to commemorate the "Persons Case".

The Honourable Senators Kenny and Andreychuk each made opening statements and answered questions.

Mr. Beaudry and Mr. Émard-Chabot each made a statement and answered questions.

At 11:25 a.m., the committee agreed to recall both witnesses, Mr. Beaudry of the National Capital Commission and Mr. Émard-Chabot, Municipal Consellor of the City of Ottawa at a later date as well as Mr. Lee and Ms Cameron from Canadian Heritage and Ms Wright from the Famous 5 Foundation who were not heard from today.

At 11:30 a.m., the committee adjourned to the call of the Chair.
