The Standing Senate Committee on Energy, the Environment and Natural Resources met at 9:00 a.m. this day, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Buchanan, P.C., Butts, Cochrane, Ghitter and Kenny (6).

Other senators presents: The Honourable Senators Andreychuk and Hervieux-Payette (2).

In attendance: Lynne Myers from the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

Phil Waserman, Chair.

From the Château Laurier:

Patrick Kelly.

From the Ottawa-Carleton Board of Trade:

Anthony P. McGlynn, Chair.

From Linkages Initiative:

David L. Day, M.Sc., Partner and Senior Consultant.

As individual:

Édith Germain, Consultant in Real Estate Development.

The committee, in compliance with its Order of Reference dated Tuesday, November 25, 1997 proceeded to examine Bill S-6, An Act to establish a National Historic Park to commemorate the "Persons Case" (see proceedings of the committee dated December 9, 1997).

Mr. McGlynn, Ms Pigott, Mr. Moon, Mr. Kelly and Mr. Waserman made opening statements and answered questions.

Ms Germain and Mr. Day made opening statements and answered questions.

At 11:10 a.m., the committee sat in camera.

It was agreed -- That the Chairman and Vice-Chairman send a letter of invitation to Minister Sheila Copps to appear before the committee on Bill S-6.

It was moved by the Honourable Senator Kenny -- That the draft budget 1998-99 in the amount of $57,014 be adopted and that the Chairman or its representative present it to the Standing Committee on Internal Economy, Budgets and Administration for consideration.

The question being put on the motion, it was resolved in the affirmative.

At 11:30 a.m., the committee adjourned to the call of the Chair.
