The Standing Senate Committee on Energy, the Environment and Natural Resources met at 1:34 p.m. this day, in Room 356-S, Centre Block, the Chairman, the Honourable Ronald D. Ghitter, presiding.

Members of the committee present: The Honourable Senators Adams, Buchanan, P.C., Cochrane, Finestone, P.C., Fitzpatrick, Ghitter, Hays, Kenny, Kinsella, Kroft, Nolin, Spivak, and Taylor (13).

Other senators present: The Honourable Senators Chalifoux and Moore (2).

In attendance: From the Research Branch of the Library of Parliament: Monique Hébert, Research Officer.

Also in attendance: The official reporters of the Senate.

The committee, in compliance with its Order of Reference dated Tuesday, June 8, 1999, continued its examination of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development (see proceedings of the committee, Issue No. 19, dated June 15, 1999, for full text of Order of Reference).

It was moved by the Honourable Senator Kenny -- That, in accordance with Rule 98 of the Rules of the Senate, the Chairman be instructed to present this day to the Senate the report of this committee on Bill C-32, as agreed to;

That, in the event of unforseen circumstances resulting in the Routine of Business not being called this day, the Chairman be instructed to present the aforesaid Report at the next Routine of Business; and

That, in the event that the Chairman is unable to present the report, the Deputy Chairman be authorized to do so.

After debate, it was moved by the Honourable Senator Nolin that the motion of the Honourable Senator Kenny be amended in the first paragraph, at the second line by deleting the words "this day" and substituting therefor the words "September 22, 1999."

After debate, it was moved by the Honourable Senator Kenny that the committee adjourn to the call of the Subcommittee on Agenda and Procedure.

The motion was adopted.

At 2:00 p.m., the committee adjourned to the call of the Subcommittee on Agenda and Procedure.

Resuming debate on the motion of the Honourable Senator Nolin, that the motion of the Honourable Senator Kenny be amended in the first paragraph, at the second line by deleting the words "this day" and substituting therefor the words "September 22, 1999."

The motion was negatived.

Resuming consideration of the motion of the Honourable Senator Kenny.

With leave, it was agreed that the motion of the Honourable Senator Kenny be amended by deleting, in paragraphs one and two, the words "this day," and substituting therefor the words "tomorrow, September 9, 1999." ( See minutes of the 41st meeting of the committee for the full text of the motion of the Honourable Senator Kenny.)

After debate, the motion of the Honourable Senator Kenny, as amended, was adopted.

It was moved by the Honourable Senator Taylor that, if necessary, the committee meet tomorrow, Thursday, August 9, 1999 at the adjournment of the Senate.

After debate, the motion was adopted.

It was moved by the Honourable Senator Kroft that the committee do now adjourn.

The motion was adopted.

At 6:54 p.m., the committee adjourned.
