The Standing Senate Committee on National Finance met at 9:00 a.m. this day, in Room 505 Victoria, the Chairman, the Honourable Terrance R. Stratton, presiding.

Members of the committee present: The Honourable Senators Bolduc, Bryden, Cools, Ferretti Barth, Joyal, P.C., Lavoie-Roux, Mercier, Moore and Stratton (9).

Other senator present: The Honourable Senator Rivest (1).

In attendance: Mr. Guy Beaumier, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Finance:

Mr. Tony Valeri, M.P., Parliamentary Secretary to the Minister of Finance;

Ms Jan Elliott, Assistant Director, Social Policy Division;

Ms Kristina Knopp, Legal Counsel.

From Human Resources Development Canada:

Ms Jo Anne Denis, Manager, Learning Programs and Policy, Learning and Literacy Directorate.

Pursuant to the Order of Reference adopted by the Senate on Monday, June 8, 1998, the committee began its examination of Bill C-36.

Mr. Valeri made a statement and with the assistance of the other witnesses, answered questions.

At 11:30 a.m., the committee pursued its business in camera.

At 11:45 a.m., the committee adjourned to the call of the Chair.
