The Standing Senate Committee on National Finance met at 10:45 a.m. this day, in Room 705, Victoria Building, the Chairman, the Honourable Senator Stratton, presiding.
Members of the committee present: The Honourable Senators Stratton, Bolduc, Butts, Carstairs, Cook, Cools, De Bané, Ferretti Barth, Kinsella, Lavoie-Roux, Poy, Stollery and Tkachuk (13).
Other senator present: The Honourable Senator Simard (1).
In attendance: Mr. Guy Beaumier, Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 16, 1999, the committee began its examination of Bill C-65, to amend the Federal-Provincial Fiscal Arrangements Act.

The Honourable Paul Martin made a statement and with the witnesses answered questions.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 10, 1999, the committee continued its examination of Bill C-43, to establish the Canada Customs and Revenue Agency and to amend and repeal other Acts as a consequence.
Senator Carstairs moved -- That the committee complete clause-by-clause consideration of Bill C-43.
The question being put on the motion, it was adopted on division.
It was agreed -- That the title be stood.
It was agreed -- That clause 1 be stood.
It was agreed, on division -- That clause 2 to 188 carry.
It was agreed, on division -- That clause 1 carry.
It was agreed, on division -- That the title carry.
Senator Carstairs moved -- That Bill C-43, carry.
The question being put on the motion, it was adopted on division.
Senator Cools moved -- That Bill C-43 be reported to the Senate without amendment.
The question being put on the motion, it was adopted on division.
The committee considered its future business.
