The Standing Senate Committee on Foreign Affairs met this day in Room 356-S of the Centre Block, at 3:15 p.m., the Chairman, the Honourable John B. Stewart, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Bacon, Carstairs, Corbin, Di Nino, Grafstein, Lynch-Staunton, Stewart, Stollery and Whelan. P.C. (10).
In attendance: Peter Berg, Economics Division, Research Branch of the Library of Parliament.
Also in attendance: The official reporters of the Senate.
APPEARING:
The Honourable Lloyd Axworthy, P.C., M.P., Minister of Foreign Affairs.
WITNESSES:
From the Department of Foreign Affairs and International Trade:
Beverley Chomyn, Counsel, Legal Services Division;
Ralph Lysyshyn, Director General, International Security;
Eric Walsh, Desk Officer, Non-Proliferation, Arms Control and Disarmament Division.
Pursuant to its Order of Reference of November 26, 1997, the committee undertook to examine Bill C-22, An Act to implement the Convention on the Prohibition of the Use, Stockpiling, Production and transfer of Anti-Personnel Mines and on their Destruction.
The Honourable Lloyd Axworthy made a statement and, along with his assistants, fielded questions from committee members.
The committee undertook a clause-by-clause study of the bill.
It was agreed -- That clauses 2 to 25 of the bill be adopted.
It was agreed -- That the schedule be adopted.
It was agreed -- That clause 1 be adopted.
It was agreed -- That the preamble and title be adopted.
It was agreed unanimously -- That Bill C-22 be adopted in its entirety without amendment.
Senator Grafstein moved -- That the Chairman of the committee report Bill C-22 to the Senate without amendment.
Motion agreed to.
At 4:20 p.m., the committee sat in camera to consider budgets for each of its orders of reference and for upcoming legislation.
At 5:05 p.m., the committee adjourned to the call of the Chair.
