Resuming debate of the motion of the Honourable Senator Grafstein, seconded by the Honourable Senator Moore, for the second reading of Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act.

The Bill was then read the second time.

The Honourable Senator Grafstein moved, seconded by the Senator Losier-Cool, that the Bill be referred to the Standing Senate Committee on Foreign Affairs.
