The Standing Senate Committee on Foreign Affairs met at 3:31 p.m., this day, in Room 160-S, Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, De Bané, P.C., Di Nino, Forrestall, Grafstein, Lynch-Staunton, Stewart, Stollery and Whelan, P.C. (10).

Other senators present: The Honourable Senators Mahovlich, Meighen and Milne (3).

In attendance: Peter Berg, Wolfgang Koerner and David S. Goetz from the Library of Parliament.

Also present: The official reporters of the Senate.

WITNESS:

From Kansas State University:

Professor Dale Herspring, Head, Department of Political Science.

The committee resumed consideration of its order of reference pertaining to its examination of the ramifications to Canada:

1. of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and

2. of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member. (See committee proceedings of April 14, 1999, Issue No. 33.)

Professor Herspring made a statement and answered questions.

At 5:43 p.m., the committee adjourned to the call of the Chair.
