The Standing Senate Committee on Foreign Affairs met at 1:09 p.m. this day in room 160-S, Centre Block, the Chairman, the Honourable John B. Stewart, presiding.
Members of the committee presents: The Honourable Senators Bolduc, Corbin, Forrestall, Grafstein, Losier-Cool, Lynch-Staunton, Stewart and Stollery (8).
In attendance: From the Research Branch of the Library of Parliament: Messrs Peter Berg, Wolfgang Koerner, David Goetz and Jack Stilborn.
Also in attendance: The official reporters of the Senate.

The committee resumed consideration of the orders of reference pertaining to its examination of:
1. the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member (see committee proceedings of April 14, 1999, issue No. 33); and
2. the consequences for Canada of the emerging European Monetary Union and other related trade and investment matters (see committee proceedings of November 27, 1997, issue No. 5).
At 1:14 p.m., Colonel Calvin made a statement concerning the NATO mandate and, together with Sergeants Hoppe and McIndoe, answered questions.
At 3:15 p.m., the sitting was suspended.
At 3:21 p.m., the sitting resumed.
At 3:22 p.m., Her Excellency Danièle Smadja made a statement concerning the European Monetary Union mandate and, together with Mr. Kingston, answered questions.
At 4:43 p.m., Professor Cotler made a statement concerning the NATO mandate and answered questions.
A document entitled, "Submission to the Standing Senate Committee on Foreign Affairs. As part of its examination of Canada's relations with NATO," was deposited with the Clerk of the Committee.
At 5:54 p.m., Mr. Wiseman made a statement concerning the European Monetary Union mandate and answered questions.
At 6:46 p.m., the committee adjourned to the call of the Chair.
