The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 4:00 p.m., the Chairman, the Honourable Senator Lorna Milne, presiding.
Members of the committee present: The Honourable Senators Gigantès, Joyal, Lewis, Milne, Moore, Pépin, Rossiter and Watt (8).
In attendance: Mary Hurley, Research Officer, Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 18, 1998, the committee commenced its consideration of Bill C-18, An Act to amend the Customs Act and the Criminal Code.

Mr. Paul Girard, Interim Director General, Contraband and Intelligence Services Directorate, Customs and Trade Administration Branch;
Ms Maureen Tracy, Interim Director, Policy Development Division, Contraband and Intelligence Services Directorate, Customs and Trade Administration Branch.
The Chairman made an opening statement.
Mr. Paul Girard and Ms Maureen Tracy each made a statement and answered questions.
At 5:15 p.m., the committee adjourned to the call of the Chair.
