The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 3:38 p.m., the Chairman, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Cogger, Gigantès, Joyal, P.C., Kinsella, Lewis, Milne, Moore and Pépin (9).

In attendance: Kate Dunkley, Research Officer, Research Branch, Library of Parliament.

Also in attendance: Deborah Palumbo, Legal Counsel, Office of the Law Clerk and Parliamentary Counsel; the official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 17, 1998, the committee commenced its consideration of Bill S-11, An Act to amend the Canadian Human Rights Acts in order to add social condition as a prohibited ground of discrimination.

WITNESSES:

The Honourable Senator Erminie Cohen, sponsor of the bill.

Angela Petten, Researcher to Senator Cohen.

The Chairman made an opening statement.

The Honourable Senator Cohen made a statement and, together with Deborah Palumbo and Angela Petten, answered questions.

The Honourable Senator Cohen tabled with the committee a table entitled "Poverty and Provincial Human Rights Legislation." (Exhibit 5900 L1-S-11-21 "1")

At 5:12 p.m., the committee adjourned to the call of the Chair.
