The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256, Centre Block, at 10:55 a.m., the Chairman, the Honourable Senator Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Corbin, Gigantès, Joyal, P.C., Lewis, Milne, Moore and Nolin (8).

In attendance: Mary Hurley, Research Officer, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 18, 1998, the Committee continued its consideration of Bill C-18, An Act to amend the Customs Act and the Criminal Code (see Issue No.15, Wednesday, February 18, 1998 for full text of Order of Reference).

WITNESSES:

From the Department of Justice:

Mr. Yvan Roy, Senior General Counsel, Criminal Law Policy.

From the Department of Revenue Canada:

Mr. Paul Girard, Interim Director General, Contraband and Intelligence Services Directorate, Customs and Trade Administration Branch.

The Chairman made an opening statement.

Mr. Yvan Roy, together with Mr. Paul Girard, answered questions.

Mr. Paul Girard made a statement and, along with Mr. Yvan Roy, answered questions.

It was moved by the Honourable Senator Lewis -- That the committee dispense with clause-by-clause consideration of Bill C-18.

The question being put on the motion, it was agreed.

It was moved by the Honourable Senator Lewis -- That Bill C-18 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

At 12:40 p.m., the committee adjourned to the call of the Chair.
