The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in camera, in Room 257, East Block, at 3:45 p.m., the Chair, the Honourable Senator Lorna Milne, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Bryden, Gigantès, Joyal, P.C., Lewis, Milne, Moore, and Nolin (8).
Other senators present: The Honourable Senator Grafstein (1).
In attendance: Mary Hurley, Research Officer, Research Branch, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the committee continued its consideration of Bill C-220, An Act to amend the Criminal Code and the Copyright Act (profit from authorship respecting a crime). (See Issue No.1, Wednesday, October 29, 1997, for full text of Order of Reference.)
It was agreed -- That Brenda Brown, Senate pages, Senators' assistants and committee staff be allowed to remain in the room for the duration of the in camera meeting.
It was moved by the Honourable Senator Nolin -- That the committee report Bill C-220 to the Senate with the recommendation that the Bill should not be proceeded with further in the Senate.
The question being put on the motion, it was agreed.
It was moved by the Honourable Senator Gigantès -- That the decision of the committee with respect to Bill C-220 be included in the Minutes of Proceedings for this day's meeting, to be made public only after the presentation of the report on Bill C-220 in the Senate Chamber.
The question being put on the motion, it was agreed.
It was moved by the Honourable Senator Lewis -- That, in the absence of the Honourable Senator Milne from June 4, 1998, to June 9, 1998, the Honourable Senator Nolin be designated Acting Chairman of the committee.
The question being put on the motion, it was agreed.
At 5:28 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:52 a.m., the Acting Chairman, the Honourable Senator Pierre Claude Nolin, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Bryden, Cohen, Jessiman, Joyal, P.C,, Kinsella, Lewis, Moore, Nolin and Pépin (10).
Other senator present: The Honourable Senator Grafstein (1).
In attendance: Mary Hurley, Research Officer, Research Branch, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 17, 1998, the committee continued its consideration of Bill S-11, An Act to amend the Canadian Human Rights Acts in order to add social condition as a prohibited ground of discrimination. (See Issue No. 21, Wednesday, March 25, 1998, for full text for Order of Reference.)
The Chairman made an opening statement.
It was agreed -- That the committee complete clause-by-clause consideration of Bill S-11.
It was agreed -- That Clause 1 carry.
It was agreed -- That Clause 2 carry.
It was agreed -- That Clause 3 not carry.
It was moved by the Honourable Senator Lewis, on behalf of Senator Gigantès, -- That Bill S-11 be amended, on page 1, by adding the following after line 29:
"3. Section 25 of the Act is amended by adding the following in alphabetical order:
"social condition" includes characteristics relating to social or economic disadvantage.".
After debate, the question being put on the motion, it was negatived.
It was agreed, -- That the title carry.
It was agreed, -- That Bill S-11, as amended, carry.
It was agreed, -- That Bill S-11 be reported to the Senate, as amended.
At 11:17 p.m., the committee adjourned to the call of the Chair.
