The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 3:34 p.m., the Acting Chairman, the Honourable Senator Pierre Claude Nolin, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Chalifoux, Fitzpatrick, Gigantès, and Nolin (5).
In attendance: Jamie Robertson, Research Officer, Research Branch, Library of Parliament, Mark Audcent, Law Clerk and Parliamentary Counsel.
Pursuant to the Order of Reference adopted by the Senate on Thursday, June 4, 1998, the committee commenced its consideration of Bill C-410, An Act to change the name of certain electoral districts.
WITNESS:
From Elections Canada:
Mr. Jacques Girard, Director, Legal Services and Registrar of Political Parties.
The Chairman made an opening statement.
Mr. Jacques Girard made a statement answered Questions.
It was agreed -- That the committee complete clause-by-clause consideration of Bill C-410.
It was moved by the Honourable Senator Fitzpatrick,
That Bill C-410 be amended by adding after line 16, on page 4, the following:
"19. In the representation order declared in force by Proclamation of January 8, 1996, under the Electoral Boundaries Readjustment Act, paragraph 17 of that part relating to the Province of British Columbia is amended by substituting the name "Port Moody--Coquitlam--Port Coquitlam" for the name "Port Moody--Coquitlam"."
The question being put on the motion, it was agreed.
It was agreed -- That Clause 1 through 5 carry.
It was moved by the Honourable Senator Gigantès,
That Bill C-410 be amended in clause 6, on page 2, by replacing lines 13 and 14 with the following:
"ing the name "Beauport--Montmorency--Côte-de-Beaupré--Île d'Orléans" for".
The question being put on the motion, it was agreed.
It was agreed, -- That Clauses 7 through 18 carry.
It was agreed, -- That the Title carry.
It was agreed, -- That Bill C-410, as amended, carry.
It was agreed, -- That Bill C-410 be reported to the Senate, as amended.
At 3:44 p.m., pursuant to the Order of Reference adopted by the Senate on Thursday, June 4, 1998, the committee commenced its consideration of Bill C-411, An Act to amend the Canada Elections Act.

It was agreed, -- That Bill C-411 be reported to the Senate.
