The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:59 a.m., the Chairman, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Fraser, Milne, Moore and Nolin (5).

Other senators present: The Honourable Senators Grafstein, Kelly and Ruck (3).

In attendance: David Goetz and Nancy Holmes, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee commenced its consideration of Bill C-25, An Act to amend National Defence Act and to make consequential amendments to other Acts.

WITNESSES:

From the Department of National Defence:

Colonel A.F. Fenske, Deputy, Department of National Defence, Canadian Forces, Legal Advisory, Advisory and Legislation; Judge Advocate General (JAG) National Defence Act Amendment Team;

Lieutenant Colonel Alex Weatherston, Judge Advocate General (JAG), National Defence Act Amendment Team.

The Chairman made an opening statement.

Col.onel A.F. Fenske made a statement and, together with LCol. Weatherston, answered questions.

At 1:32 p.m., the committee adjourned to the call of the Chair.
