The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:52 a.m., the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Balfour, Beaudoin, Fraser, Grafstein, Joyal, P.C., Milne, Moore and Nolin (8).

Other senator present: The Honourable Senator Ruck (1).

In attendance: Nancy Holmes and David Goetz, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee continued its consideration of Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts. ( See Issue No. 33, Thursday, October 1, 1998, for full text of Order of Reference.)

WITNESS:

Colonel Allan Fenske, Deputy Judge Advocate General, Advisory and Legislation, Canadian Forces, National Defence Act Amendment Team.

The Chair made a statement.

Senator Ruck made a statement.

Col A.F. Fenske answered questions.
