The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:38 a.m., the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bryden, Grafstein, Joyal, P.C., Kinsella, Milne, Moore and Nolin (8).

Other senators present: The Honourable Senators LeBreton and Pearson (2).

In attendance: Marilyn Pilon, Research Officer, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 22, 1998, the committee continued its consideration of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts. (For full text of order of reference, please see Issue No. 43, Wednesday, November 25, 1998.)

From the Royal Canadian Mounted Police:

Mr. Phillip Murray, Commissioner;

Dr. Ron Fourney, Research Scientist, DNA Methods and Data Bank, Central Forensic Laboratory;

Mr. Barry Gaudette, Chief Scientist, Central Forensic Laboratory.

The Chair made an opening statement.

Senator Joyal made a statement.

Mr. Bruce Phillips and Mr. Eugene Oscapella each made a statement and answered questions.

Mr. Phillip Murray made a statement and, together with Dr. Fourney and Mr. Gaudette, answered questions.

At 1:35 p.m., the committee adjourned to the call of the Chair.
