The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 11:00 a.m., the Honourable Lorna Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Fraser, Grafsein, Joyal, P.C., Milne, Moore, and Pearson (9).

In attendance: Gérald Lafrenière and Nancy Holmes, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 3, 1998, the committee continued its consideration of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act. (For full text of Order of Reference, please see Issue No. 55, Wednesday, February 17, 1999.)

The Chair made an opening statement.

It was moved by the Honourable Senator Bryden -- THAT the committee dispense with clause-by-clause consideration of Bill C-51 and, THAT Bill C-51 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

The committee considered a draft report.

It was agreed -- THAT the Chair be authorized to approve the final text of the report.

At 11:18 a.m., the committee adjourned to the call of the Chair.
