The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 3:44 p.m., the Chair, the Honourable Lorna Milne, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Bryden, Milne, Moore and Pearson (5).
In attendance: Molly Dunsmuir and Luc Gagné, Research Officers, Research Branch, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Thursday, November 5, 1998, the committee commenced its consideration of Proposals to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain Acts that have ceased to have effect.

The Chair made an opening statement.
Don Macpherson, Hélène Rodrigue, Vincent Kooiman and Andrée Dionne each made a statement.
The witnesses agreed to submit, in writing, the additional amendments to the Proposals brought to the attention of the Committee at today's meeting.
Don Macpherson and Hélène Rodrigue answered questions.
Michael Richard made a statement and answered questions.
Jeff Richstone made a statement and answered questions.
Peter Noonan made a statement and answered questions.
It was agreed -- That the committee meet, in camera, on Thursday, April 15, 1999 to discuss a draft report.
At 5:54 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Grafstein, Milne, Moore and Pearson (7).
In attendance: Molly Dunsmuir and Luc Gagné, Research Officers, Research Branch, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Thursday, November 5, 1998, the committee continued its consideration of Proposals to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain Acts that have ceased to have effect.
The Chair made an opening statement.
The committee proceeded to the consideration of a draft report.
It was agreed -- That any decision of the committee with respect to the Proposals to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain Acts that have ceased to have effect, be included in the printed Minutes of Proceedings of this day.
It was agreed -- That the Chair send a letter to the Co-Chairs of the Standing Joint Committee on the Scrutiny of Regulations regarding the proposal of the National Energy Board to amend section 112 of the National Energy Board Act (clause 182 of the Proposals).
It was agreed -- That if the reply to the letter indicates that there is no objection to the amendment or to the use of the Miscellaneous Statutes Law Amendment Program to make it, the Steering Committee be empowered to report the Proposals to the Senate, including the changes tabled with the committee by the Department of Justice (Exhibit number 5900 L1 SS4 65 "1").
It was agreed -- That the amendments tabled by the Department of Justice be appended to the report.
It was agreed -- That should the reply indicate an objection to the National Energy Board amendment or to the use of the MSLA Program to make it, a further in camera meeting of the committee be called to discuss the draft report.
The committee agreed to the outline of the remainder of the report as presented by the staff.
At 11:42 a.m., the committee adjourned to the call of the Chair.
