The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in camera, in Room 256-S, Centre Block, at 10:54 a.m., the Honourable Lorna Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Grafstein, Milne, Moore and Nolin (7).

In attendance: Nancy Holmes and Luc Gagné, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 5, 1998, the committee continued its consideration of Proposals to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain Acts that have ceased to have effect. (For full text of Order of Reference please refer to Issue 65, Wednesday, April 14, 1999.)

The Chair made a statement.

The committee proceeded to consider the draft report.

It was agreed -- That the proposed amendment to section 112 of the National Energy Board be accepted but with a clear statement in the report that it not be considered a precedent.

It was moved by the Honourable Senator Moore -- That the committee report the proposals to the Senate.

The question being put on the motion, it was agreed.

At 11:05 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 257, East Block, at 11:00 a.m., the Honourable Lorna Milne, Chair , presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Fraser, Grafstein, Milne, Moore and Pépin (8).

Other senator present: The Honourable Senator Oliver (1).

In attendance: Nancy Holmes, Research Officer, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 2, 1998, the committee continued its consideration of Bill S-17, An Act to amend the Criminal Code respecting criminal harassment and other related matters. ( For full text of Order of Reference please refer to Issue 51, Wednesday, February 3, 1999.)

WITNESS:

Inspector Glenn Woods, Officer in Charge, Behavioural Sciences and Special Services Branch, Technical Operations Directorate.

The Chair made a statement.

Inspector Glenn Woods made a statement and answered questions.
