The Special Committee on Transportation Safety and Security met at 10:40 a.m. this day, in Room 256-S, for the purpose of organization.

Members of the committee present: The Honourable Senators Adams, Bacon, Fitzpatrick, Forrestall, Johnson and Mercier (6).

Other senators present: The Honourable Senator Spivak (1).

In attendance: Mr. Bruce Carson.

Also in attendance: The official reporters of the Senate.

Pursuant to Rule 88, the clerk of the committee presides over the election of the chairman.

It was moved by the Honourable Senator Bacon, -- That the Honourable Senator Forrestall be Chairman of the committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Johnson, -- That the Honourable Senator Adams be Deputy Chairman of the committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Bacon, -- That the Subcommittee on Agenda and Procedure be composed of the Chairman, the Deputy Chairman and one other member of the committee to be designated after the usual consultation;

That the subcommittee be empowered to make decisions on behalf of the committee with respect to its agenda, to invite witnesses and schedule hearings; and

That the subcommittee report its decisions to the committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Bacon, -- That the committee print sufficient copies of its proceedings as to meet the demand.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Johnson, -- That, pursuant to Rule 89, the Chair be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that a representative of each party is present.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Adams, -- That the committee ask the Library of Parliament to assign research officers to the committee;

That the Subcommittee on Agenda and Procedure be authorized to retain the services of such experts as may be required by the work of the committee; and

That the Chairman, on behalf of the committee, direct the research staff in the preparation of studies, analyses, summaries and draft reports.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Bacon, -- That, pursuant to section 32 of the Financial Administration Act, authority to commit funds be conferred on the Chairman or in the Chairman's absence, the Deputy Chairman; and

That, pursuant to section 34 of the Financial Administration Act, and Guideline 3:05 of Appendix II of the Rules of the Senate, authority for certifying accounts payable by the committee be conferred on the Chairman, the Deputy Chairman, and the Clerk of the Committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Fitzpatrick, -- That the committee empower the Chairman to designate, as required, one or more members of the committee and/or such staff as may be necessary to travel on assignment on behalf of the committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Johnson, -- That, pursuant to the Senate guidelines for witnesses expenses, the committee may reimburse reasonable travelling and living expenses for no more than two witnesses from any one organization and payment will take place upon application.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Adams, -- That the Chairman be authorized to seek, as required, authorization from the Committee on Internal Economy, Budgets and Administration to incur expenses up to $10,000 on an emergency basis.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Adams, -- That the budget of the committee in the amount of $97,500 for the fiscal year ending March 31, 1999, be adopted.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Bacon, -- That the Subcommittee on Agenda and Procedure be empowered to allow such coverage at its discretion.

The question being put on the motion, it was -- Resolved in the affirmative.

At 11:00 a.m., the committee adjourned to the call of the Chairman.

The Special Committee on Transportation Safety and Security met this day in camera at 3:30 p.m., the Chairman, the Honourable Senator Forrestall, presiding.

Members of the committee present: The Honourable Senators Adams, Fitzpatrick, Forrestall, Roberge and Spivak (5).

In attendance: Bruce Carson, Senior Advisor; John Christopher, Library of Parliament Researcher.

Pursuant to the Order of Reference adopted by the Senate on June 18, 1998, the committee proceeded in camera to study the state of transportation safety and security in Canada.

The committee considered future business.

It was agreed -- That, upon recommendation by the Chairman, that Mr. John Christopher accompany the Chairman to Australia and New Zealand for a fact-finding mission on transportation safety.

It was agreed -- That meetings of the special committee be scheduled for the last two weeks of November 1998 for the purpose of hearing relevant witnesses.

At 4:10 p.m., the committee adjourned to the call of the Chairman.

The Special Committee on Transportation Safety and Security met this day in camera at 11:00 a.m., the Chairman, the Honourable Senator Forrestall, presiding.

Members of the committee present: The Honourable Senators Adams, Forrestall, Roberge and Spivak (4).

In attendance: Keith Miller, Special Advisor on Aviation; Bruce Carson, Senior Advisor; John Christopher, Library of Parliament Researcher.

Pursuant to the Order of Reference adopted by the Senate on June 18, 1998, the committee proceeded in camera to study the state of transportation safety and security in Canada.

The committee considered future business.

It was moved by the Honourable Senator Adams, -- That the supplementary budget of the committee in the amount of $83,250 for the fiscal year ending March 31, 1999, be adopted.

The question being put on the motion, it was -- Resolved in the affirmative.

At 12:10 p.m., the committee adjourned to the call of the Chairman.

Pursuant to the Order of Reference adopted by the Senate on June 18, 1998, the committee continued its study on the state of transportation safety and security in Canada.

It was moved by Senator Roberge, -- That, in accordance with the motion adopted by the Senate on Tuesday, December 1, 1998, the committee continue its proceedings in camera.

The question being put on the motion, it was -- Resolved in the affirmative.

At 5:20 p.m., the committee adjourned to the call of the Chairman.

Members of the committee present: The Honourable Senators Chalifoux, Forrestall, Johnstone and Roberge (4).

In attendance: Bruce Carson, Senior Advisor; John Christopher, Library of Parliament Researcher.

Pursuant to the Order of Reference adopted by the Senate on June 18, 1998, the committee continued its study on the state of transportation safety and security in Canada.

The committee considered a draft report.

It was agreed, -- That the committee adopt the draft report as amended and that the Chairman be authorised to make such typographical and editorial changes as may be necessary present it to the Senate and to present it to the Senate.

The question being put on the motion, it was -- Resolved in the affirmative.

At 5:50 p.m., the committee adjourned to the call of the Chairman.
