The Subcommittee on Transportation Safety of the Standing Senate Committee on Transport and Communications met at 11:45 a.m. this day, for the purpose of organization.

Members of the subcommittee present: The Honourable Senators Adams, Bacon, Forrestall, Mercier, and Roberge (5).

In attendance: John Christopher, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The subcommittee proceeded to organize pursuant to rule 88.

The clerk of the subcommittee presided over the election of the Chairman.

The Honourable Senator Bacon moved, -- That the Honourable Senator Forrestall be Chairman of the subcommittee.

The question being put on the motion, it was adopted.

The Honourable Senator Roberge moved, -- That the Honourable Senator Adams be Deputy Chairman of the subcommittee.

The question being put on the motion, it was adopted.

The Honourable Senator Roberge moved, -- That the Chairman and Deputy Chairman of the subcommittee be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses and schedule hearings.

The question being put on the motion, it was adopted.

The Honourable Senator Bacon moved, -- That the subcommittee print 200 copies of its Proceedings and that the Chairman be authorized to adjust this number to meet demand.

The question being put on the motion, it was adopted.

The Honourable Senator Mercier moved, -- That pursuant to rule 89, the Chairman be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present.

The question being put on the motion, it was adopted.

The Honourable Senator Mercier moved, -- That the subcomittee ask the Library of Parliament to assign research officers to the subcommittee and, That the Chairman, on behalf of the subcommittee, direct the research staff in the preparation of studies, analyses, summaries and draft reports.

The question being put on the motion, it was adopted.

The Honourable Senator Bacon moved, -- That pursuant to the Senate guidelines for witnesses expenses, the subcommittee may reimburse reasonable travelling and living expenses for no more than two witnesses from any one organization and payment will take place upon application made within 60 days.

The question being put on the motion, it was adopted.

The Honourable Senator Roberge moved, -- That the subcommittee proceed in camera.

The question being put on the motion, it was agreed.

At 12:00 p.m. the subcommittee proceeded in camera to consider future business.

The Honourable Senator Bacon moved, -- That the following budget application be approved for submission to the Standing Senate Committee on Transport and Communications:

SUMMARY OF EXPENDITURES

Professional and Special Services $ 68,500 Transportation and Communications 95,500 Other Expenditures 5,000

Total $ 169 000

It was agreed, -- That the work plan, including plans for a fact-finding mission to Rotterdam, Brussels, Paris and London be adopted.

It was agreed, -- That subject to the budget being approved by the Senate, the subcommittee seek the approval of the main committee for Gail Carroll to be hired as media consultant for the subcommittee for the purposes of tabling the interim report.

At 12:15 p.m., the subcommittee adjourned to the call of the Chair.

The Subcommittee on Transportation Safety met this day at 5:01 p.m., the Chairman, the Honourable Senator Forrestall, presiding.

Members of the subcommittee present: The Honourable Senators Adams, Forrestall, and Mercier (3).

In attendance: Bruce Carson, Senior Advisor; John Christopher, Researcher Officer, Research Branch, Library of Parliament; Keith Miller, Special Adviser on Aviation.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on October 29, 1997, the subcommittee proceeded to study the state of transportation safety and security in Canada.

WITNESSES:

From the Air Transport Association of Canada:

John W. Crichton, President and Chief Executive Officer;

Jack Squires, Vice-President, Flight Operations.

Mr. Crichton made a statement and, together with Mr. Squires, answered questions.

At 6:23 p.m., the subcommittee adjourned to the call of the Chair.

The Subcommittee on Transportation Safety met in camera this day at 11:00 a.m., the Chairman, the Honourable Senator Forrestall, presiding.

Members of the subcommittee present: The Honourable Senators Adams, Forrestall, Mercier and Roberge (4).

In attendance: Bruce Carson, Senior Advisor; John Christopher, Researcher Officer, Research Branch, Library of Parliament; Keith Miller, Special Adviser on Aviation.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on October 29, 1997, the subcommittee proceeded in camera for the purpose of considering a draft report.

It was agreed, -- That Marie-Hélène Lévesque, Assistant to the Honourable Lise Bacon, be allowed to remain in the committee room for the duration of the in camera meeting.

The subcommittee considered its draft report.

At 12:07 p.m., the subcommittee adjourned to the call of the Chair.
