The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 160-S, Centre Block, at 3:30 p.m., the Chairman, the Honourable Senator Lowell Murray, presiding.
Members of the committee present: The Honourable Senators Butts, Ferretti Barth, Gill, Lavoie-Roux, LeBreton, Murray, P.C., and Poy (7).
Other senators present: The Honourable Senator Roche (1).
In attendance: From Canadian Policy Research Networks Inc.: Denis Saint-Martin.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee resumed consideration of the special study on the dimensions of social cohesion in Canada in the context of globalization and other economic and structural forces that influence trust and reciprocity among Canadians (for complete text of Order of Reference see proceedings of the committee, Issue No. 17, dated September 29, 1998).

It was agreed that Dr. Myles would provide the committee with references to studies or models developed by the corporate sector on the issue of parental leave.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 29, 1998, the committee began its consideration of Bill S-20, An Act to amend the Act of incorporation of the Roman Catholic Episcopal Corporation of Mackenzie (for complete text of Order of Reference see Proceedings of the committee, Issue No. 21, dated November 25, 1998).
WITNESS:

Bernard Lavallée, Legal Counsel.
The Chairman made a statement.
Mr. Lavallée made a statement and answered questions.
It was agreed that the committee complete clause-by-clause consideration of Bill S-20.
It was agreed that the title be postponed.
It was agreed that the preamble be postponed.
It was agreed that Bill S-20 be amended in clause 1 on page 1 as follows:
Page 1, Clause 1:
(a) replace line 27 with the following:
"1. The long title"; and
(b) replace lines 30 to 32 with the following:
"An Act to incorporate the Roman Catholic Episcopal Corporation of Mackenzie-Fort Smith".
It was agreed that Bill S-20 be amended in clause 2, on page 2 as follows:
Page 2, Clause 2:
(a) replace line 1 with the following:
"2. Section 1 of the"; and
(b) replace lines 3 to 9 with the following:
"1. The Right Reverend Gabriel Breynat, and his successors, being Vicars Apostolic of the Vicariate Apostolic of Mackenzie and Bishops of the Diocese of Mackenzie-Fort Smith, in communion with the Church of Rome, are hereby incorporated under the name of "The Roman Catholic Episcopal Corporation of Mackenzie-Fort Smith", hereinafter called "the Corporation".".
It was agreed that Clause 3 stand.
It was agreed that Clause 4 stand.
It was agreed that the preamble be amended on page 1 by replacing line 9 with the following:
Page 1, Preamble:
(a) replace line 9 with the following:
"of Mackenzie was erected into the Diocese of Mackenzie-Fort Smith by".
It was agreed that the title carry.
It was agreed that there was no legal reason why the Bill should not be adopted.
It was agreed that Bill S-20 be reported to the Senate as amended.
The Chairman thanked the witness.
At 4:00 p.m., the committee adjourned to the call of the Chairman.
