The Standing Senate Committee on Social Affairs, Science and Technology met this day in Room 705, Victoria Building, at 10:06 a.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Butts, Cools, Ferretti Barth, LeBreton, Maloney, Murray, P.C. and Poy (7).

Other senators present: The Honourables Senators Wilson and Roche (2).

In attendance: From Canadian Policy Research Networks Inc.: Denis Saint-Martin.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 18, 1999, the committee began its consideration of Bill C-61, An Act to amend the War Veterans Allowance Act, the Pension Act, the Merchant Navy Veteran and Civilian War-related Benefits Act, the Department of Veterans Affairs Act, the Veterans Review and Appeal Board Act and the Halifax Relief Commission Pension Continuation Act and to amend certain other Acts in consequence thereof, be referred to the Subcommittee on Veterans Affairs.

It was moved by Senator Butts, -- That Bill C-61, An Act to amend the War Veterans Allowance Act, the Pension Act, the Merchant Navy Veteran and Civilian War-related Benefits Act, the Department of Veterans Affairs Act, the Veterans Review and Appeal Board Act and the Halifax Relief Commission Pension Continuation Act and to amend certain other Acts in consequence thereof, be referred to the Subcommittee on Veterans Affairs.

The question being put on the motion, it was adopted.

It was moved by Senator Cools, -- That the Chair and Deputy Chair be authorized to receive and adopt, on behalf of the Standing Senate Committee on Social Affairs, Science and Technology, the report on Bill C-61 of the Subcommittee on Veterans Affairs.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the Committee resumed consideration of the special study on the dimensions of social cohesion in Canada in the context of globalization and other economic and structural forces that influence trust and reciprocity among Canadians (for complete text of Order of Reference see proceedings of the Committee, Issue No. 17, dated September 29, 1998).
