The Standing Senate Committee on Social Affairs, Science and Technology met this day in camera in Room 705 Victoria Building, at 3:35 p.m., the Chairman, the Honourable Lowell Murray, presiding.

Members of the committee present: The Honourable Senators Butts, Cohen, Ferretti Barth, Gill, Johnstone, Lavoie-Roux, LeBreton and Murray, P.C. (8).

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee resumed consideration of the special study on the dimensions of social cohesion in Canada in the context of globalization and other economic and structural forces that influence trust and reciprocity among Canadians (for complete text of Order of Reference see Proceedings of the Committee, Issue No. 17, dated September 29, 1998).

The committee considered future business.

At 3:52 p.m., the committee resumed in public.

The committee considered its budgets for 1999-2000.

It was moved by Senator Johnstone, -- That the committee concur in the following budget application for the purpose of its consideration of such bills, subject matters of bills and estimates referred to it, and that the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and Special Services

$ 5,500.00

Transportation and Communications

$ 4,000.00

Other Expenditures

$ 500.00

TOTAL

$ 10,000.00

The question being put on the motion, it was adopted.

It was moved by Senator Lavoie-Roux, -- That the Committee concur in the following budget application for the purpose of its special study on social cohesion, and that the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

$ 500.00

TOTAL

$ 51,700.00

The question being put on the motion, it was adopted.

Members of the committee present: The Honourable Senators Butts, Ferretti Barth, Gill, Johnstone, Lavoie-Roux, LeBreton, Maloney, Murray and Poy (9).

Other senators present: The Honourable Senators Roche and Wilson (2).

In attendance: From the Canadian Policy Research Networks Inc.: Judith Maxwell and Denis Saint-Martin.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 18, 1998, the committee resumed consideration of the special study on the dimensions of social cohesion in Canada in the context of globalization and other economic and structural forces that influence trust and reciprocity among Canadians (for complete text of Order of Reference see Proceedings of the Committee, Issue No. 17, dated September 29, 1998).

It was agreed -- That notwithstanding the motion adopted by the Committee on April 14, 1999, the committee report to the Senate the following budget for the special study on social cohesion per the agreement with the Standing Committee on Internal Economy, Budgets and Administration:

The committee discussed an outline for a draft final report.
