The Standing Senate Committee on Transport and Communications met this day at 8:30 a.m., the Chair, the Honourable Lise Bacon, presiding.
Members of the committee present: The Honourable Senators Adams, Forrestall, Johnson, Mercier, Poulin and Spivak (7).
In attendance: Martin Brennan, Special Advisor to the committee
Also in attendance: The official reporters of the Senate
WITNESSES:
From Transport Canada:
André Pageot, Director General, Marine Policy and Programs;
Alfred Popp, Senior General Counsel;
Jerry Rysanek, Chief, Policy Development, Marine Insurance; and
Tom Morris, Senior Technical Officer.
Pursuant to the Order of Reference adopted by the Senate on October 22, 1997, the committee continued to consider Bill S-4, an Act to amend the Canada Shipping Act (marine liability).
The witnesses each made a statement and answered questions.
The Honorable Senator Forrestall moved that Bill S-4, in clause 4, be amended on page 8 by replacing lines 2 to 30 with the following:
"4. The definition "ship" in section 654 of the Act is replaced by the following:"
The question being put on the motion, it was adopted.
The Honorable Senator Poulin moved that Bill S-4, in clause 5, be amended
(a) on page 8, by replacing line 37 with the following:
"Convention", "owner" and";
(b) on page 9, by deleting lines 36 to 43; and
(c) on page 10, by deleting lines 1 to 18.
The question being put on the motion, it was adopted.
The Honorable Senator Poulin moved that Bill S-4, in page 9, clause 5, be amended in the English version, replacing line 8 with the following:
"eral oil, or"
The question being put on the motion, it was adopted.
Ordered, -- That the Chair report Bill S-4, An Act to amend the Canada Shipping Act (maritime liability) to the Senate as amended.
