The Standing Senate Committee on Transport and Communications met this day at 5:40 p.m., in Room 256-S, Centre Block, the Deputy-Chair, the Honourable Senator Forrestall, presiding.

Members of the committee present: The Honourable Senators De Bané, P.C., Fitzpatrick, Forrestall, Maheu, Maloney, Perrault, P.C., Poulin et Roberge (8).

Other senator present: The Honourable Senators Adams (1).

In attendance: Martin Brennan, Researcher for the Committee, and Till Heyde, Legislative Clerk, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate

Ron Jackson, Assistant Deputy Minister, Safety and Security;

Terry Burtch, Director General, Rail Safety;

Gordon Chapman, Director, Rail Safety Legislation and Program Development.

From the Railway Association of Canada:

Pursuant to the Order of Reference adopted by the Senate on February 11, 1999, the committee proceeded to consider Bill C-58, An Act to amend the Railway Safety Act and to make a consequential amendment to another Act.

The witnesses made a statement and answered questions.

It was agreed -- that the committee move to clause-by-clause consideration of Bill C-58.

It was agreed -- That clauses 1 to 3 carry.

It was agreed -- That clauses 4 to 17 carry.

It was agreed -- That clauses 18 to 20.1 carry.

It was agreed -- That clauses 21 to 29 carry.

It was agreed -- That clauses 30 to 37 carry.

It was agreed -- That clause 38 carry.

It was agreed -- That clause 39 carry.

It was agreed -- That the preamble carry.

It was agreed -- That the Title carry.

It was agreed -- That the bill be adopted without amendment.

It was agreed -- That Bill C-58 be reported to the Senate tomorrow without amendment.

At 7:00 p.m., the committee adjourned to the call of the Chair.
