The Standing Senate Committee on Transport and Communications met this day at 5:43 p.m., in Room 505, Victoria Building.

Members of the committee present: The Honourable Senators Adams, Callbeck, Fitzpatrick, Forrestall, Johnson, Joyal, P.C., Lynch-Staunton, Maheu, Poulin, Roberge, Rompkey, P.C. and Spivak (12).

Other senators present: The Honourable Senators Kelleher, P.C., Tkachuk and DeWare (3).

In Attendance: Terrence J. Thomas, Research Officer, Economics Division, Research Branch, Library of Parliament and Till Heyde, Legislative Clerk, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on March 25, 1999, the committee proceeded to consider Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers. (See Issue No. 22, Tuesday, April 13, 1999 for full text of the Order of Reference.)

The Clerk of the Committee informed honourable senators of the resignation of the Honourable Senator Bacon as Chair of the committee and read a letter advising of this matter.

The Clerk of the Committee presided over the election of the Chair.

The Honourable Senator Maheu moved, -- That the Honourable Senator Poulin be Chair of the committee.

The question being put on the motion, it was adopted.

The Honourable Senator Poulin took the Chair.

Tribute was paid to the Honourable Senator Bacon on the occasion of her resignation as Chair of the committee.

The witnesses made statements and answered questions.

At 8:40 p.m., the committee proceeded in camera to consider future business.

It was agreed -- That clause by clause of Bill C-55 shall take place on Tuesday, May 4, 1999 and that, subject to this schedule, reasonable changes to already scheduled meetings may be made to accommodate the Association of Canadian Advertisers and Ms Jamie Cameron.

At 9:02 p.m., the committee adjourned to the call of the Chair.
