The Standing Senate Committee on Energy, the Environment and Natural Resources met at 1:02 p.m. this day, in Room 256-S, Centre Block, the Chair, the Honourable Mira Spivak, presiding.
Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Christensen, Cochrane, Finnerty, Graham, P.C., Kenny, Murray, P.C., Spivak and Taylor (10).
In attendance: The official reporters of the Senate and from the Library of Parliament, Lynne Myers and Kevin Kerr, researchers.
The committee, in compliance with its Order of Reference dated June 15, 2000, proceeded to study Bill C-11, (Cape Breton Act). (See Issue No. 17, June 20, 2000, for the full text of the Order of Reference.)
It was agreed -- That the committee proceed in camera.
It was agreed -- That the observations be included to the Report.
The Committee resumed its meeting in public.
It was agreed -- That the committee move to clause-by-clause consideration of Bill C-11.
It was agreed -- That the title stand postponed, on division.
It was agreed -- That clause 1 stand postponed, on division.
It was agreed -- That clauses 2 to 5 carry, on division.
It was agreed -- That clauses 6 to 11 carry, on division.
It was agreed -- That clauses 12 to 17 carry, on division.
It was agreed -- That clauses 18 to 22 carry, on division.
It was agreed -- That clause 23 carry, on division.
It was agreed -- That clause 1 carry, on division.
It was agreed -- That the title carry, on division.
It was agreed -- That the Bill carry, on division.
It was agreed -- That the Chair report the bill, as adopted, with observations, to the Senate, on division.
The Chair, the Honourable Senator Spivak tabled the response of the Minister to the letter that was sent on June 21, 2000, filed as exhibit (5900-2.36/E1/C-11, 19 "1").
At 1:23 p.m., the committee adjourned to the call of the Chair.
