The Standing Senate Committee on Energy, the Environment and Natural Resources met at 5:05 p.m. this day, in Room 257, East Block, the Chair, the Honourable Mira Spivak, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Buchanan, P.C., Christensen, Cochrane, Finnerty, Kelleher, P.C., Kenny, Sibbeston, Spivak and Taylor (11).

Other senator present: The Honourable Eileen Rossiter (1).

In attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Canadian Heritage:

Alan Latourelle, Chief Administrative Officer;

Bruce Amos, Director General, National Parks;

Susan Katz, Director, Legislation and Policy, National Parks.

From the Jasper Town Committee:

Richard Ireland, Chairman;

Robert Leggett, Vice-Chairman.

From the Association for Mountain Parks Protection and Enjoyment:

Brad J. Pierce, President;

Julie Canning, Executive Director.

From the Canadian Parks and Wilderness Society:

Stephen Hazell, Executive Director and General Counsel;

Harvey Locke, Vice-President, Conservation.

The committee, in compliance with its Order of Reference dated June 28, 2000, proceeded to study Bill C-27, National parks Act. (See Issue No.19, June 28, 2000, for the full text of the Order of Reference.)

It was agreed -- That the committee proceed in camera to discuss future business.

At 5:15 p.m., the committee resumed its consideration on Bill C-27 in public.

The witnesses from the Department of Canadian Heritage, Jasper Town Committee and from the Association for Mountain Parks Protection and Enjoyment, made a statement and answered questions.

At 7:17 p.m., the committee suspended.

At 7:32 p.m., the committee resumed.

The witnesses from the Canadian Parks and Wilderness Society made a presentation and answered questions.

It was agreed -- That the Angus Reid poll on Albertans' View on Development in National Parks, provided by the Canadian Parks and Wilderness Society, be tabled and filed as exhibit "5900-2.36/E1/C-27, 21 "1".

It was agreed -- That the committee move to clause-by-clause consideration of Bill S-20.

It was agreed -- That the title stand postponed.

It was agreed -- That the preamble stand postponed.

It was agreed -- That clause 1 stand postponed.

It was agreed -- That clauses 2 to 5 carry.

It was agreed -- That clauses 6 to 26 carry.

It was agreed -- That clauses 27 to 33 carry.

It was agreed -- That clauses 34 to 42 carry.

It was agreed -- That clauses 43 to 46 carry.

It was agreed -- That clause 1 carry.

It was agreed -- That the Preamble carry.

It was agreed -- That the Title carry.

It was agreed -- That the Bill carry.

It was agreed -- That the Chair report the bill, as adopted, to the Senate.

The Honourable Senator Finnerty brought to the attention of the committee, the issue on the Adams mine.

It was agreed -- That the committee hear from the Campaign against Adams mine, Thursday, September 21, 2000, should they be available.

At 8:50 p.m., the committee adjourned to the call of the Chair.
