The Standing Senate Committee on Energy, the Environment and Natural Resources met at 5:10 p.m. this day, in room 256, Centre Block, the Chair, the Honourable Mira Spivak, presiding.
Members of the committee present: The Honourable Senators Adams, Banks, Christensen, Finnerty, Kelleher, P.C., Kenny, Spivak and Taylor (8).
Other senator present: The Honourable Senator Prud'homme, P.C. (1)
In attendance: The official reporters of the Senate and from the Library of Parliament, Lynne Myers.

The committee, in compliance with its Order of Reference dated June 28, 2000, proceeded to study Bill C-27, (National parks Act). (See Issue No. 19, June 28, 2000, for the full text of the Order of Reference.)
The witnesses made a presentation and answered questions.
At 6:10 p.m., the Honourable Senator Taylor took the chair.
At 6:45 p.m., the Honourable Senator Spivak resumed the chair.
At 7:00 p.m., the committee proceeded in camera.
It was agreed -- That the committee proceed with clause-by-clause consideration of Bill C-27 on October 5, 2000.
At 7:45 p.m., the committee adjourned to the call of the Chair.

It was agreed -- That the observations be included in the Report.
It was agreed -- That the Chair of the Committee would write a letter to Mr. Mel Lastman, Mayor of the city of Toronto, regarding Adams Mine Landfill.
It was agreed -- That the Subcommittee on Agenda and Procedure be authorized, on behalf of the committee, to apply to the Standing Committee on Internal Economy, Budgets, and Administration to have any funds allocated to the committee for the purposes of its study of issues relating to energy, the environment and natural resources that are unused at the time of the prorogation of the current session or the dissolution of the current Parliament made available for research on these issues, and that commitment and signing authorities for the expenditures of such funds be determined by the Standing Committee on Internal Economy, Budgets, and Administration.
It was agreed -- That the Draft Outline on the Nuclear Reacor Safety Study be approved.
At 12:10 p.m., the committee resumed in public.
It was agreed -- That the committee move to clause-by-clause consideration of Bill C-27.
It was agreed -- That the title stand postponed.
It was agreed -- That clause 1 stand postponed.
It was agreed -- That clauses 2 to 12 carry.
It was agreed -- That clauses 13 to 31 carry.
It was agreed -- That clauses 32 to 42 carry.
It was agreed -- That clauses 43 to 70.1 carry.
It was agreed -- That clause 71 carry.
It was agreed -- That schedules 1 to 5 carry.
It was agreed -- That clause 1 carry.
It was agreed -- That the title carry.
It was agreed -- That the bill carry.
It was agreed -- That the Chair report the bill, as adopted, with observations, to the Senate today.
