The Standing Senate Committee on Foreign Affairs met at 9:10 a..m. this day in Room 160-S, Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Atkins, Bolduc, DeBané, P.C., Di Nino, Grafstein, Losier-Cool, Stewart, and Stollery (9).

Other senators present: The Honorable Senators Beaudoin and Prud'homme, P.C. (2).

In attendance: From the Research Branch of the Library of Parliament: Corinne McDonald and David Goetz.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Foreign Affairs and International Trade:

Mr. Joseph Caron, Assistant Deputy Minister, (Portfolio: Asia Pacific and Africa);

Mr. Paul Meyer, Director General, International Security Bureau.

From the Department of National Defence:

Colonel Walter Semianiw, Director of Peacekeeping Policy;

Colonel Walter Natynczyk, J3 Operations.

From the Canadian International Development Agency:

Mr. Ted Langtry, Director General, Indonesia, Philippines and South Pacific Programme.

From the Institut québécois des affaires internationales of Laval University:

Professor Albert Legault.

Pursuant to the Order of Reference adopted by the Senate on October 14, 1999, the committee proceeded to consider the ramifications to Canada:

1. of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and

2. of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member.

Mr. Caron, Mr. Meyer, Colonel Semianiw and Mr. Ted Langtry each made statements and together with the other witnesses answered questions.

At 10:55 a.m., Professor Legault made a statement and answered questions.

At 12:25 p.m., the committee proceeded in camera to consider future business.

At 12:55 p.m., the committee adjourned to the call of the Chair.
