The Standing Senate Committee on Foreign Affairs met at 4:37 p.m. this day in room 160-S, Centre Block, the Chairman, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Carney, P.C., Corbin, De Bané, P.C., Di Nino, Grafstein, Losier-Cool, Stewart, and Stollery (10).

Other senators present: The Honourable Senators Rompkey, P.C., and Roche (2).

In attendance: From the Research Branch of the Library of Parliament: Peter Berg.

Also in attendance: The official reporters of the Senate; From the Committees and Private Legislation Directorate: Line Gravel, Committee Clerk.

WITNESSES:

Professor Donald Barry.

1. The committee resumed consideration of the order of reference pertaining to its examination of the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of. peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member (see committee proceedings of October 26, 1999, Issue No. 2); and,

2. Pursuant to the order of reference adopted by the Senate on October 14, 1999, the committee proceeded to consider the consequences for Canada of the emerging European Monetary Union and other related trade and investment matters.

Professor Barry made a statement and answered questions.

At 5:53 p.m., the committee suspended sitting.

At 6:10 p.m., the committee resumed sitting, in camera, to consider a draft report on the European Monetary Union.

After debate,

It was agreed --That the committee adopt the draft report, subject to the corrections and comments made by members; That the Chairman and Deputy Chairman supervise the integration of these corrections into the report; and That the Chairman table the report in the Senate.

At 8:30 p.m., the committee adjourned to the call of the Chair.
