The Standing Senate Committee on Foreign Affairs met in camera at 3:40 p.m. this day in room 256-S, Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Atkins, Bolduc, Corbin, Di Nino, Grafstein, Stollery, and Taylor (8).

In attendance: From the Research Branch of the Library of Parliament: David Goetz and Wolfgang Koerner.

Also in attendance: The official reporters of the Senate.

The committee resumed consideration of the Order of Reference pertaining to its examination of the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of. peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member (See committee proceedings of October 26, 1999, issue No. 2).

The committee proceeded to study its draft report.

It was agreed:

That to facilitate the work of the committee the following schedule be respected:

That the research staff draft a detailed table of content and a list of possible recommendations to be distributed the week of December 6 to all members.

That the Committee meet the week of December 13 to discuss the draft table of content and the draft recommendations.

That the Steering Committee hire an editor for the draft report; and

That the new edited draft report be distributed to all members at the end of January 2000.

At 4:20 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Foreign Affairs met at 5:50 p.m. this day in room 257, East Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Atkins, Bolduc, Carney, P.C., Corbin, Di Nino, Finnerty, Grafstein, Perry, Stollery, and Taylor (11).

William Macdonald Evans, President, Canadian Space Agency;

Robert S. Lefebvre, Director, Legal Services and Member of the Canadian Delegation responsible for the negotiation of the Civil International Space Station Agreement;

Alain Poirier, Director General, Space Systems.

From the Department of Justice:

Yvan Roy, Senior General Counsel, Criminal Law Policy Section;

J. Richard Ouellet, Legal Counsel.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, December 1st, 1999, the committee proceeded to study Bill C-4, An Act to implement the Agreement among the Government of Canada, Governments of Member States of the European Space Agency, the Government of Japan, the Government of the Russian Federation, and the Government of the United States of America concerning Cooperation on the Civil International Space Station and to make related amendments to other Acts.

Mr. Evans made a statement and, together with the other witnesses, answered questions.

It was agreed that the clause-by-clause of Bill C-4 will take place tomorrow, Wednesday December 8, 1999.

At 7:25 p.m., the committee adjourned to the call of the Chair.
