The Standing Senate Committee on Foreign Affairs met in camera at 3:55 p..m. this day in room 160-S, Centre Block, the Chairman, the Honourable Peter Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Atkins, Bolduc, Corbin, De Bané, P.C., Di Nino, Grafstein, Stollery and Taylor (9).

In attendance: From the Research Branch of the Library of Parliament: Peter Berg and Wolfgang Koerner.

Also in attendance: From Sussex Circle: James R. Mitchell and Nigel K. Chippindale.

Also in attendance: The official reporters of the Senate.

The committee resumed consideration of the Order of Reference pertaining to its examination of the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member. (See committee proceedings of October 26, 1999, Issue No. 2.)

It was moved by the Honourable Senator De Bané -- That the Supplementary Budget in the amount of $25,050.00 be adopted and presented to the Committee on Internal Economy, Budgets and Administration.

The members of the committee proceeded to give instruction to the research team on the direction they would like the draft report to take.

It was moved by the Honourable Senator Taylor -- That the Steering Committee supervise and direct the work of the editors.

At 5:15 p.m., the committee adjourned to the call of the Chair.

The committee resumed consideration of the Order of Reference pertaining to its examination of the ramifications to Canada of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demise of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and of peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member. Mr. Mitchell proceeded to present the draft report.

It was agreed -- That the senators non-members of the committee give back the draft report to the Clerk at the end of each meeting but could consult the said draft report in the Clerk's office at any time.

At 5:30 p.m., the committee adjourned to the call of the Chair.

It was agreed -- That the drafters work on a revision of the draft of the report under the direction of the Steering Committee.

The Chairman presented the following report of the Steering Committee to the members:

February 29, 2000

Present: The Honourable Senators Andreychuk, Corbin and Stollery.

The meeting in camera started at 4:35 p.m.

After discussions:

It was agreed -- That Senator Stollery presents to the Senate a request for extension of the NATO study to the April 14, 2000.

That the committee meet Wednesday March 1 to discuss the new schedule.

That the drafters meet with the members of the Steering Committee to register the changes they would like to make to the draft report.

That this revised draft report be distributed to all members the week of March 6.

That the committee meet, if possible, March 14 to study the draft report.

At 5:15p.m., the committee adjourned.

It was moved by the Honourable Senator Atkins -- That the report of the Steering Committee be adopted.

After debate,

The question being put on motion, it was resolved in the affirmative.

At 3:50 p.m., the committee adjourned to the call of the Chair.

The committee proceed to study its future business.

It was moved by Senator Corbin -- That the committee adopt the draft budget in the amount of $5,000.00 and That the Chairman present it to the Committee of Internal Economy, Budgets and Administration for approval.

The question being put in the motion, it was resolved in the affirmative.

It was agreed -- That the committee devote two meetings to the Department of Foreign Affairs concerning the Estimates.

It was agreed -- That the Chairman seek a mandate from the Senate for a Russia and Ukraine Study.

It was agreed -- That the Steering Committee develop a workplan for the Russian and Ukrainian Study.

At 6:50 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 4, 2000, the committee proceeded to study Bill S-18, An Act to amend the National Defence Act (non-deployment of persons under the age of eighteen years to theatres of hostilities).

Ms Louise Bellefeuille-Prégent made a statement and together with the other witnesses answered questions.

At 4:30 p.m. Ms Vandergrift, Mr. Neve and Ms Homes each made statements and answered questions.

At 5:15 p.m., the committee proceed to study clause-by-clause of Bill S-18.

It was agreed -- That the title stand.

It was agreed -- That clause 1 carry on division.

It was agreed -- That the title carry on division.

It was agreed -- That the Bill carry on division.

It was agreed on division -- That the Chairman report to the Senate that Bill S-18, An Act to amend the National Defence Act (non-deployment of persons under the age of eighteen years to theatres of hostilities) has been adopted without amendment.

At 5:20 p.m., the committee adjourned to the call of the Chair.
