The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:50 a.m., in Room 257, East Block, the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Cools, Fraser, Ghitter, Joyal, P.C., Milne, Moore, Nolin, Pearson and Poy (10).

In attendance: Nancy Holmes and Marilyn Pilon, Research Officers, Law and Government Division, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate

Michael Zigayer, Senior Legal Counsel, Criminal Law Policy;

From the Solicitor General of Canada:

From the Royal Canadian Mounted Police:

Pursuant to the Order of Reference adopted by the Senate on November 18, 1999, the Committee proceeded to study Bill S-10, An Act to amend the National Defence Act, the DNA Identification Act and the Criminal Code. (See Issue No. 3, Wednesday, December 1, 1999 for full text of the Order of Reference. )

The witnesses made a statement and answered questions from the members of the committee.

At 12:10 p.m., the committee adjourned to the call of the Chair.
