The Standing Senate Committee on Legal and Constitutional Affairs met this day at 9:40 a.m. in room 257, East Block, the Deputy Chair, the Honourable Gérald-A. Beaudoin, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Cools, Fraser, Joyal, P.C., Moore, Nolin, and Pearson (8).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 20, 2000, the committee continued its examination of Bill C-16, An Act respecting Canadian citizenship. (See proceedings of the committee, Issue No. 20, dated September 20, 2000, for full text of Order of Reference.)
The witnesses made presentations and answered questions.
At 11:00 a.m., the sitting was suspended.
At 11:05 a.m., the sitting resumed.
Mr. Telegdi tabled a legal case, Court File Number T-866-95, in the Federal Court of Canada, Trial Division, between The Minister of Citizenship and Immigration and Helmut Oberlander, to be filed with the Clerk of the Committee as Exhibit 5900 L1-C-16, 21 "1".
At 12:20 p.m., the committee adjourned to the call of the Chair.

The Honourable Elinor Caplan, P.C., M.P., made a statement, with the participation of Rosaline Frith. She then proceeded to answer questions, with the participation of the other witnesses.
At 1:14 p.m., the committee suspended.
At 1:19 p.m., the committee resumed in camera to consider its future business.
It was agreed, -- That Professor André Braen be invited to attend again before the committee, on the issue of public interest, on the Tuesday of the next sitting week, and -- That the committee proceed to clause-by-clause consideration of the bill on the following day, whether Professor Braen is able to attend or not.
At 1:27 p.m., the committee adjourned to the call of the Chair.
