The Standing Senate Committee on Transport and Communications met this day at 1:35 p.m., in Room 505, Victoria Building, the Chairman, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Adams; Bacon, De Bané, P.C., Fairbairn, P.C., Forrestall, Johnson, Kirby, LeBreton, Losier-Cool, Maheu, Poulin, Roberge and Spivak (13).

Other senator present: The Honourable Senator Kinsella (1).

In attendance: Martin Brennan and Keith Miller, special advisors to the committee.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on October 14, 1999, the committee proceeded to study the order laid before the Senate on September 14, 1999, authorizing certain major air carriers and persons to negotiate and enter into any conditional agreement, pursuant to subsection 47(5) of the Canada Transportation Act. (See Issue No. 1, Tuesday, October 26, 1999 for full text of the Order of Reference.)

The witnesses from the Consumer Association of Canada, the Air Transport Association of Canada, and the Air Line Pilots Association, International, made statements and answered questions.

It was agreed, -- That the brief by the Consumers' Association of Canada be filed with the Clerk of the Committee as exhibit 5900 T1-2.36/S-1-8-1.

It was agreed, -- That the submission by the Air Transport Association of Canada be filed with the Clerk of the Committee as exhibit 5900 T1-2.36/S-1-8-2.

It was agreed, -- That the Brief by the Air Line Pilots Association, International be filed with the Clerk of the Committee as exhibit 5900 T1-2.36/S-1-8-3.

At 4:50 p.m. the committee suspended its work.

At 5:05 the committee resumed its work.

The witnesses from Transport 2000 and from the Competition Bureau, made statements and answered questions.

It was agreed, -- That the document by Mr. Michael Janigan, Executive Director of the Public Interest Advocacy Centre for Transport 2000 be filed with the Clerk of the Committee as exhibit 5900 T1-2.36/S-1-8-4.

At 7:32 p.m., the committee adjourned to the call of the Chair.
