The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in Room 505, Victoria Building, the Chairman, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Adams, Bacon, Christensen, Finestone, P.C., Fairbairn, P.C., Forrestall, Kirby, LeBreton, Poulin, Roberge, Sibbeston and Spivak (12).

Other senator present: The Honourable Senator Atkins (1).

In attendance: Martin Brennan and Keith Miller, special advisors to the committee

Also in attendance: The official reporters of the Senate

WITNESSES:

From Air Canada:

Robert A. Milton, President and Chief Executive Officer;

Douglas D. Port, Senior Vice President, Corporate Affairs and Government Relations;

Duncan Dee, Manager, Government Relations.

From Canada 3000:

Angus J. Kinnear, President.

Pursuant to the Order of Reference adopted by the Senate on October 14, 1999, the committee proceeded to study the order laid before the Senate on September 14, 1999, authorizing certain major air carriers and persons to negotiate and enter into any conditional agreement, pursuant to subsection 47(5) of the Canada Transportation Act. (See Issue No. 1, Tuesday, October 26, 1999 for full text of the Order of Reference.)

The witnesses each made a statement and answered questions from the members of the committee.

It was agreed, -- That the documents presented by Air Canada be filed with the Clerk of the Committee as Exhibit 5900-2.36/T1-S1-08-12.

It was agreed, -- That the Brief by Canada 3000 be filed with the Clerk of the Committee as Exhibit 5900-2.36/T1-S1-08-13.

At 12:45 p.m., the committee adjourned to the call of the Chair.

It was agreed -- That the report by the Canadian Union of Public Workers be filed with the Clerk of the Committee as Exhibit 5900-2.36/T1-S1-08-15.

It was agreed -- That the document presented by Star Alliance be filed with the Clerk of the Committee as Exhibit 5900-2.36/T1-S1-08-16.

It was agreed -- That the document presented by the Air Canada Pilots Association be filed with the Clerk of the Committee as Exhibit 5900-2.36/T1-S1-08-17.

At 4:50 p.m., the committee adjourned to the call of the Chair.
