The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in Room 505, Victoria Building, the Chairman, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Callbeck, Fairbairn, P.C., Finestone, P.C., Kirby, Roberge, Spivak and Watt (9).

Other senator present: The Honourable Senator Christensen (1).

In attendance: Martin Brennan and Keith Miller, special advisors to the committee

Also in attendance: The official reporters of the Senate

WITNESSES:

From First Air:

Bob Davis, President;

The Honourable Jean Bazin, Member of the Board of Directors;

Sam Silverstone, Legal Counsel with Makivik Corporation.

From WestJet:

Stephen C. Smith, President and Chief Executive Officer.

Pursuant to the Order of Reference adopted by the Senate on October 14, 1999, the committee proceeded to study the order laid before the Senate on September 14, 1999, authorizing certain major air carriers and persons to negotiate and enter into any conditional agreement, pursuant to subsection 47(5) of the Canada Transportation Act. (See Issue No. 1, Tuesday, October 26, 1999 for full text of the Order of Reference.)

The witnesses each made a statement and answered questions from the members of the committee.

It was agreed, -- That the document presented by First Air be filed with the Clerk of the Committee as Exhibit 5900-2.36/T1-S1-08-18.

It was agreed, -- That the presentation by WestJet be filed with the Clerk of the Committee as Exhibit 5900-2.36/T2-S1-08-19.

At 11:30 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Transport and Communications met in camera this day at 5:45 p.m., in Room 505, Victoria Building, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Callbeck, Fairbairn, P.C., Finestone, P.C., Forrestall, Poulin, Roberge and Spivak (8).

In attendance: Martin Brennan and Keith Miller, special advisors to the committee.

The committee proceeded to consider future business of the committee.

It is agreed that senators staff be allowed to stay for the meeting.

It is agreed to distribute the draft report only to Senators in attendance and that it be collected at the end of the meeting.

Senator Poulin made a presentation on possibilities for future studies on the field of communications.

Senator Forrestall made a presentation on the work already completed on transportation safety.

At 8:45 p.m., the committee adjourned to the call of the Chair.
