OTTAWA, Wednesday, June 6, 2001 (19) [English] The Standing Committee on Banking, Trade and commerce met at 3:35 p.m. this day, in Room 505, Victoria Building, the Chairman, the Honourable Senator Kolber, presiding. Members of the committee present: The Honourable Senators Angus, Banks, Furey, Hervieux-Payette, P.C., Kelleher, P.C., Kenny, Kolber, Oliver, Setlakwe, Tkachuk and Wiebe (11). In attendance: From the Parliamentary Research Branch, Library of Parliament, Economic Division: Mr. Alexandre Laurin, Research Officer. Also in attendance: The official reporters of the Senate. APPEARING: Roy Cullen, M.P., Parliamentary Secretary to the Minister of Finance. WITNESSES: From the Department of Finance: Brian Willis, Senior Chief, Excise Act, Sales Tax Division, Tax Policy Branch; Marlene Legare, Senior Chief, Legislation Policy, Sales Tax Division, Tax Policy Branch; Patricia Malone, Chief, Excise Act Review, Sales Tax Division, Tax Policy Branch; Bob Morrison, Senior Tax Policy Officer, Economic Development, Business Income Tax Division, Tax Policy Branch. From the Association of Canadian Airport Duty-Free Operators: André Bergeron, Vice President; Kathy Kendall, Director. From the Canadian Transit Company: Remo Mancini, Corporate Vice-President. Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 1, 2001, the Committee began its examination of Bill C-13, An Act to amend the Excise Tax Act. Mr. Cullen made a statement and with Mr. Willis and Ms Legare answered questions. At a later date, officials of the Department of Finance will provide written responses to questions asked by committee members. Senator Kenny moved, - That the committee proceed with clause by clause consideration of Bill C-13. The question being put on the motion, it was - Resolved in the affirmative. It was agreed, - That the title stand postponed. It was agreed, - That clause 1, the short title, stand postponed. It was agreed, - That clauses 2 to 33 carry. It was agreed, - That clause 1, the short title, carry. It was agreed, - That the title carry. It was agreed, - That the Bill carry. It was agreed, - That Bill C-13 be reported to the Senate. Pursuant to the Order of Reference adopted by the Senate on Thursday, May 17, 2001, the committee began its examination of Bill C-26, An Act to amend the Customs Act, the Customs Tariff, the Excise Act, the Excise Tax Act and the Income Tax Act in respect of tobacco. Mr. Cullen made a statement and with the officials from the Department of Finance answered questions. Mr. Bergeron and Ms Kendall of the Canadian Airport Duty Free Operators and Mr. Mancini of the Canadian Transit Company made statements and answered questions. Senator Kenny moved, - That the committee proceed with clause by clause consideration of Bill C-26. The question being put on the motion, it was - Resolved in the affirmative. Senator Tkachuk moved an amendment the purpose of which was to eliminate the $10 tax on cigarettes at duty free shops under this bill. The question being put on the motion, it was - Resolved in the negative. It was agreed, - That the title stand postponed. It was agreed, - That clause 1, the short title, stand postponed. It was agreed, - That clauses 2 to 44 carry. It was agreed, - That clause 1, the short title, carry. It was agreed, - That the title carry. It was agreed, - That the Bill carry.
