The Standing Senate Committee on National Security and Defence met this day, at 8:00 a.m., in camera, at the Toronto Airport Marriott Hotel, Salon D, the Chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny, LaPierre, Meighen and Wiebe (9).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer; Major General (ret'd) Keith McDonald; Chief Warrant Officer (ret'd) Maurice Dessureault and Mark Audcent, Law Clerk and Parliamentary Counsel.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 16, 2002, the committee proceeded upon its examination on the need for a national security policy for Canada.
The committee considered a draft agenda.
At 8:55 a.m., the committee suspended its sitting.
At 9:10 a.m., the committee continued its sitting.
At 10:50 a.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Day, Forrestall, Kenny, LaPierre, Meighen and Wiebe (9).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves, Research Officer, from the Senate: Mark Audcent, Law Clerk and Parliamentary Counsel; Major General (ret'd) Keith McDonald and Chief Warrant Officer (ret'd) Maurice Dessureault.

WITNESSES:

Larry Fleshman, General Manager, Customer Service, Toronto;
Iain Fernie, Regional Security Operations Manager;
Warren Maines, Director, Customer Service.
Mr. Fleshman made a statement and, with Mr. Fernie and Mr. Maines, responded to questions.
The committee decided to hear from Mark Audcent, Law Clerk and Parliamentary Counsel.
Mr. Audcent made a statement and responded to questions.
At 12:35 p.m., the committee suspended its sitting.
At 12:42 p.m., the committee continued its sitting in camera in Salon D.
The committee considered a draft agenda.
It was agreed that the committee would proceed immediately to hear in camera certain unidentified individuals for the purpose of explaining matters relating to the future agenda of the committee.
During the proceedings, it was agreed that the in camera evidence would be subsequently published on the understanding that any statement or comment that might identify the individuals would be suppressed.
At 2:15 p.m., the committee adjourned to the call of the Chair.

Mr. Kavanaugh made a statement and, with Mr. Morency and Mr. Quinlan, responded to questions.
At 4:30 p.m., the committee suspended its sitting.
At 4:40 p.m., the committee continued its sitting.

Ms. Jenkins made a statement and responded to questions.
Mr. Sheridan made a statement and, with Ms Hébert, responded to questions.
