The Standing Senate Committee on National Finance met at 9:31 a.m., this day, in Room 705, Victoria Building, the Chair, the Honourable Senator Lowell Murray. P.C., presiding.

Members of the committee present: The Honourable Senators, Banks, Buchanan, P.C., Cools, Doody, Ferretti Barth, Finnerty, Hubley, Mahovlich, Murray, P.C., Stratton, Tunney (11).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Canadian Bar Association:

Daphne E. Dumont, President

Benjamin J. Trister, Vice-Chair, National Citizenship and Immigration Law Section;

Tamra L. Thompson, Director, Legislation and Law Reform;

From the Canadian Association of Importers and Exporters:

Bob Armstrong, President;

Colin Worley, Secretary-Treasurer of the Association's Cus toms and Legislative Committee;

From the Canadian Society of Customs Brokers:

Tom Mountain, Chairman;

Carol West, President.

Pursuant to the Order of Reference adopted by the Senate on May 3, 2001, the committee continued its examination of Bill S-23, An Act to amend the Customs Act and to make related amendments to other Acts.

Ms Dumont and Mr. Trister of the Canadian Bar Association made an opening statement and answered questions from members of the Committee.

Mr. Armstrong of the Canadian Association of Importers and Exporters and Mr. Mountain of the Canadian Society of Custom Brokers made an opening statement and answered questions from members of the committee.

At 10:46 a.m. the committee continued its meeting in camera.

After discussion, it was agreed to proceed with clause-by- clause study of Bill S-23 at 5:45 p.m. on Wednesday May 16, 2001.

At 11:00 a.m. the committee adjourned to the call of the Chair
