The Special Committee on Illegal Drugs met this day in Room 257, East Block, at 9:07 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Kenny, Maheu, Nolin and Rossiter (5).

In attendance: From Committees Directorate and Private Legislation, Daniel Charbonneau; from the Library of Parliament, Gérald Lafrenière, Daniel Sansfaçon and Jean-Guy Desgagné.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies.

WITNESSES:

From the University of Zurich:

Jürgen Rehm, Professor.

From the University of Toronto:

Eric Single, Professor, Department of Public Health Science.

The Chair made brief introductory remarks.

Mr. Rehm made a statement and answered questions.

At 10:32, the committee was suspended.

At 10:49, the committee resumed its hearings.

Mr. Single made a statement and answered questions.

At 12:22, the committee adjourned to 13:30 later this day.

At 16:25, the committee adjourned to the call of the Chair.
