The Standing Senate Committee on Legal and Constitutional Affairs met at 5:10 p.m. this day in room 705 Victoria Building, the Honourable Senator Milne, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Cook, Cools, Fraser, Joyal, Milne, Moore, Nolin, Pearson, and Rivest (11).
In attendance: From the Library of Parliament: Nancy Holmes and David Goetz.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 25, 2001, the committee continued its study of Bill C-7, in respect of criminal justice for young persons and to amend and repeal other Acts. (For complete text of Order of Reference see proceedings of the committee, Issue No. 11.)

Together with Bruce MacFarlane, the ministers answered questions.
At 8:40 p.m., the committee proceeded in camera.
The committee considered the draft report on the 2001 Proposals for a Miscellaneous Statute Law Amendment Act.
After debate, it was agreed that the report be adopted and that the Chair report to the Senate the following day.
At 8:50 p.m., the committee adjourned to the call of the Chair.

Quorum being present, the clerk informed the committee that the Chair and Deputy Chair of the Committee were unavoidably detained in the Chamber, but that they expressed a wish to have the committee proceed with the meeting in their absence.
The Clerk invited motions to elect an Acting Chair.
It was moved by the Honourable Senator Fraser, - That the Honourable Senator Moore serve as Acting Chair until such time as the Chair returns from the Chamber.
The question being put on the motion, it was adopted.
Graham Stewart made an opening statement.
Kim Pate made an opening statement.
Together, the witnesses answered questions.
At 4:30 p.m., the Honourable Senator Lorna Milne, took the Chair.
